Text: Romans 13:1-7 Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. 2 Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation. 3 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: 4 For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil. 5 Wherefore ye must needs be subject, not only for wrath, but also for conscience sake. 6 For for this cause pay ye tribute also: for they are God's ministers, attending continually upon this very thing. 7 Render therefore to all their dues: tribute to whom tribute is due; custom to whom custom; fear to whom fear; honour to whom honour.
AUTHORITY OF GOVERNMENTS
Romans 13:1 Let every soul be subject unto the higher powers (civil authority, governments). For there is no power (civil authority, governments) but of [upo, under] God: the powers (civil authority, governments) that be are ordained (Gen. 9:5-6) of [upo, under] God.
MAN CAN NOT GOVERN HIMSELF
Jeremiah 10:23 O LORD, I know that the way of man is not in himself: it is not in man that walketh to direct his steps.
CIVIL AUTHORITY ESTABLISHED
Genesis 9:6 Whoso sheddeth man's blood, by man shall his blood be shed: for in the image of God made he man.
GOVERNMENTS OF THE EARTH
Daniel 2:32-33 This image's head (Nebuchadnezzar’s kingdom) was of fine gold, his breast and his arms of silver (Medes and Persians), his belly and his thighs of brass (Grecian), 33 His legs of iron (Roman), his feet part of iron and part of clay. (least, people, clay)
LAW ARE MADE BY GOVERNMENTS
Luke 20:25 And he said unto them, Render [yield] therefore unto Caesar the things which be Caesar's, and unto God the things which be God's.
THINGS WHICH BE CAESAR’S

OBEY LAWS OF GOOD WORK
Titus 3:1 Put them in mind to be subject to principalities and powers, to obey magistrates, to be ready to every good work,
SUBMIT FOR THE LORD’S SAKE
1 Peter 2:13-15 Submit yourselves to every ordinance (law) of man for the Lord's sake: whether it be to the king, as supreme; 14 Or unto governors, as unto them that are sent by him for the punishment of evildoers (law breakers), and for the praise of them that do well (obey the laws). 15 For so is the will of God, that with well doing (rendering to Caesar or to God) ye may put to silence the ignorance of foolish men:
THEY SILENCED KING
Daniel 3:28 Then Nebuchadnezzar spake, and said, Blessed be the God of Shadrach, Meshach, and Abednego, who hath sent his angel, and delivered his servants that trusted in him, and have changed the king's word, and yielded their bodies, that they might not serve nor worship any god, except their own God.
AGAINST WHAT GOD ESTABLISHED
Romans 13:2 Whosoever therefore resisteth [present middle, against] the power [authority, (governments)], resisteth [stand against] the ordinance [ordered institution] of God: and they that resist [stand against] (what God established, government) shall receive to themselves damnation [sentence of condemnation].
PURPOSE OF GOVERNMENTS
Romans 13:3-4 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: 4 For he (ruler) is the minister of God to thee for good. But if thou do that which is evil (break the civil law), be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.
THEY RESISTED A LAW NOT GOVERNMENT
Daniel 3:16-18 Shadrach, Meshach, and Abednego, answered and said to the king, O Nebuchadnezzar, we are not careful to answer thee in this matter. 17 If it be so, our God whom we serve is able to deliver us from the burning fiery furnace, and he will deliver us out of thine hand, O king. 18 But if not, be it known unto thee, O king, that we will not serve thy gods, nor worship the golden image which thou hast set up.
SUBMITTING TO ROMAN LAW
Acts 25:11 For if I be an offender, or have committed any thing worthy of death, I refuse not to die: but if there be none of these things whereof these accuse me, no man may deliver me unto them. I appeal unto Caesar.
GOD ESTABLISHED THE GOVERNMENT
Romans 13:5 Wherefore ye must needs be subject, not only for wrath, but also for conscience sake. (being obedient to what God established)
GIVE THE RULERS RESPECT
Romans 13:6-7 For for this cause pay ye tribute also: for they are God's ministers, attending continually upon this very thing. 7 Render therefore to all their dues: tribute to whom tribute is due; custom to whom custom; fear to whom fear; honour to whom honour.
PAUL HAD RESPECT TO BOTH
Acts 23:3-5 … commandest me to be smitten contrary to the law? 4 And they that stood by said, Revilest thou God's high priest? 5 Then said Paul, I wist not, brethren, that he was the high priest: for it is written, Thou shalt not speak evil of the ruler of thy people.
CURSE NOT THE RULERS
Exodus 22:28 Thou shalt not revile the gods [judges], nor curse the ruler of thy people.
LOSS OF RESPECT FOR AUTHORITY
Jude 1:8-9 Likewise also these filthy dreamers defile the flesh, despise dominion, and speak evil of dignities. 9 Yet Michael the archangel, when contending with the devil he disputed about the body of Moses, durst not bring against him a railing accusation, but said, The Lord rebuke thee.
LIVE CONFIDENTLY

RESPECT OTHERS IN THE FEAR OF GOD
1 Peter 2:17 Honour all … Fear God. Honour the king.
GOD RULETH IN THE KINGDOMS OF MEN
Daniel 4:17 This matter is by the decree … to the intent that the living may know that the most High ruleth in the kingdom of men, and giveth it to whomsoever he will, and setteth up over it the basest of men.
GOD CAN RAISE UP THE POOR
Psalms 113:7-8 He raiseth up the poor out of the dust, and lifteth the needy out of the dunghill; 8 That he may set him with princes, even with the princes of his people.
AS THE DAYS OF NOAH
Matthew 24:37 But as the days of Noe were, so shall also the coming of the Son of man be.
CORRUPTION AND VIOLENCE
Genesis 6:11 The earth also was corrupt before God, and the earth was filled with violence.
NOAH FOUND GRACE
Genesis 6:8 But Noah found grace ….
WAS JUST AND WALKED WITH GOD
Genesis 6:9 … Noah was a just … walked with God.
